Move to using shinmera's parachute library for testing

fiveam is fine but it's very simple. and reading https://sabracrolleton.github.io/testing-framework pointed me to parachute. I like shinmera's libs

reimpliments the basic tests we had as fiveam completely within parachute. doesn't add new tests
