Remove debian packaging , add Dockerfile, add swank server

I like to make some debs, but I think I'd like to decouple the main repo from this job

Also, bring in a dockerfile for simple local containerised testing. To allow better development against running container, we add support for a listening swank service. So we can remote slime when it's running in docker
